The same way as you convert PHP site to static HTML you can convert any Perl generated web app. Just get Wget and run the script:
wget --mirror --convert-links --adjust-extension --page-requisites --no-parent http://www.yourdomain.com
Alternatively, you can use Httrack which has a GUI for Windows.

3) Make load times shorter
